Accessory Dwelling Units (ADU's)

The City has a new Pre-Approved ADU program, click here to go to that page.  Also, the ordinance regarding accessory dwelling units was just amended.  ADU's are independent living facilities on the same parcel as a primary dwelling.  For details, refer to the revised Ordinance Section 20.42 and the brochure available for download in the folder entitled "Accessory Dwelling Units."  The Pre-Approved ADU Program and zoning code amendment was completed using funding from the State of California, Senate Bill 2, Planning Grants Program.

Infill Study - 2023

The City of Merced Residential Infill Study (“Infill Study” or “Study“) was prepared to identify properties within the Merced city limits that are most suitable for infill residential development.  The study was completed in May of 2023.  Click here for the study.  The study was completed using funding from the State of California, Senate Bill 2, Planning Grants Program. 

Downtown Housing Feasibility Study

The purpose of this Downtown Housing Feasibility Study was to explore converting existing City-owned parking lots to multi-story, mixed income, multi-family housing, while preserving parking, and possibly adding parking and retail/offices uses.  The study was completed using funding from the State of California, Senate Bill 2, Planning Grants Program.  Click here to see the study. 

Draft Sign Ordinance - Approved

The Draft Sign Ordinance is available for public review and comment.  Any comments should be submitted by email to planningweb@cityofmerced.org.  A Public Hearing on the Draft Sign Ordinance will be held by the Planning Commission on Wednesday, September 6, 2023. The Planning Commission will make a recommendation on the Ordinance to the City Council.  The City Council approved the Ordinance at a public hearing on October 2, 2023.

2022 Public Facilities Financing Plan and Impact Fee Update

The City recently adopted new Public Facilities Impact Fees, which will become effective on March 26, 2022.  Please see the folder above for documents related to the fees, including the adopted Ordinance, Administrative Policy, and Nexus Study along with two Fact Sheets which summarize the fees.  Please contact the Planning Division for additional information.

Wastewater Collection System Master Plan Draft Environmental Document Available (September 2020)

The Draft Environmental Impact Report (DEIR) for the Wastewater Collection System Master Plan is available for a 45-day public review period from September 15, 2020 to October 29, 2020.  The document is available for download in the Environmental Documents folder above in a sub-folder entitled Wastewater Collection System Draft EIR.  Please refer to the Notice of Availability (also in the same folder) for how to provide comments.  

Merced Mall Environmental Document Available (November 2018)

The environmental document/mitigated negative declaration for the Merced Mall Expansion project is available for download below. Please scroll down to the "Environmental Documents" folder and the document and the appendices are at the top of the list. Comments on the environmental document should be provided in writing to the City Planning Division by 5:00 p.m. on Tuesday, December 18, 2018. Details are in the documents below. Merced Gateways Project Approved (August 2017)

The Planning Commission recommended approval of the Merced Gateways Project and certification of the EIR is scheduled in June 2017 and the City Council approved the project on August 2017. The Merced Gateways project consists of over 600,000 square feet of retail commercial development, 178 apartments, and a fire station on 71 acres in proximity to the Mission Avenue/Highway 99 Interchange.

The Final Environmental Impact Report (EIR) for the Merced Gateways project is available for download below. (The Draft EIR for the Merced Gateways project was released for its 45-day public review period from July 15, 2016, through August 29, 2016.) The Final EIR contains the copies of all the written comments received on the Draft EIR and the City's responses to those comments as well as minor modifications to the text of the Draft EIR and Mitigation Monitoring Program. The Final and Draft EIR's are available for download below in the folder entitled "Environmental Documents" or on CD-ROM (1st copy is free of charge and additional copies cost $5 each) or printed copies may be obtained for the cost of reproduction. South Merced Community Plan & EIR

The South Merced Community Plan and the Final Environmental Impact Report for the South Merced Specific Plan were adopted by the Merced City Council in January 2008. The documents are available for download below (please scroll down to the bottom of the page under the "South Merced Community Plan" header). Parsons Avenue Bridge over Bear Creek Project

The City of Merced has recently completed a Draft Mitigated Negative Declaration (MND) for the “Parsons Avenue Bridge over Bear Creek” Project. This Draft MND is an informational document that is intended to inform decision-makers, other responsible or interested agencies, and the general public of potential environmental effects of the proposed project. The Draft MND is one step in a process to achieve the City Council’s goal to extend Parsons Avenue from southeast Merced to Bellevue Road.
