Housing Division Projects by Year

Affordable Housing
- Six (6) homes were purchased with NSP funds to add to existing NSP stock and a total of thirteen (13) homes were rehabbed and sold.
- The Merced Housing Division used $1,061,109 of NSP 1 funds to rehabilitate, resale, and purchase four (4) homes to assist First Time Homebuyers acquiring foreclosed homes. Another $336,525 was used form NSP 3 to rehabilitate and resale nine (9) homes to assist First Time Homebuyers.
- The Merced Housing Division funded a total of $1,280,083 for the construction of Gateway Terrace Apartment Complex.
- The Merced Housing Division funded a total of $1.2 million to help construct the Woodbridge apartment complex.
Fair and Safe Housing
- The Merced Housing Division used CDBG, CalHOME and NSP funds were used to abate Lead Based Paint from one (1) home-owner occupied rehabilitated houses and seven (7) foreclosed homes purchased through the NSP Program prior to resale.
- The Merced Housing Division used $8,000 in HOME funds for a Fair Housing Hotline and Education program which provided 36 Fair Housing Workshops to tenants and landlords at various Merced locations with a total of 290 people in attendance.
- The Merced Housing Division funded $150,000 for two Code Enforcement Officers to promote building rehabilitation, reduce crime and improve the overall living environment for the residents of designated Census Tracts. These Code Enforcement Officers documented over 1,005 housing violations, from those 982 cases were opened.
- The Merced Housing Division provided $9,900 in NSP funds for seven (7) properties to cover the cost of lead hazard evaluations, confinement and or abatement.
Community Safety
The Merced Housing Division funded a program through the Merced Police Department for graffiti prevention and abatement. There were 41 graffiti related arrests through this program with three suspects who were repeat offenders from previously in the year and a total of 17 arrests for tagging crew graffiti.
2013 Grant Recipients
- The Merced Lao Family Community received $1,859 to proved youth programs, 69 youth were registered with the program which featured 36 Quuj class sessions and 26 dance sessions as well as 12 public shows.
- The Merced Housing Division provided funding for the Merced Lao Family to provided community aide translations, theses translations allowed non English speakers to participate in neighborhood issues, school functions, and Code Enforcement matters. There were a total of 333 Hmong translations, 29 Mien translations, and 31 Lao translations.
- Merced County Rescue Mission received $3,500 to provide a warming center in the winter and wet weather months. The center provided a warm place for 1,104 clients, 579 of which were men, 427 of which were women, and 98 of which were children.
- Potter’s place receiver $9,500 to provide job training to individuals in the construction field, this program resulted in the training of 23 individuals with three starting their own business.
- Healthy House received funding to provide senior citizens assistance with understanding medical forms, a total of 32 senior citizens were educated through this program.
- Merced Community Action Agency received $19,762 to provide rental assistance to households that were behind on rent and would be evicted without assistance. This program provided assistance to 16 households or 51 individuals from becoming homeless, of the households that received assistance 15 households are current with their rent and utilities.
Affordable and Fair Housing
- The Merced Housing Division purchased one (1) home with NSP funds to add to the existing NSP stock, ten (10) homes were rehabilitated, and eight (8) homes were sold.
- The Merced Housing Division provided $40,000 in CDBG and HOME funds to Central Valley Coalition for a Fair Housing Hotline and Education program. The program provided 45 Fair Housing Workshops with a total of 152 attendees.
- The Merced Housing Division spent $509,945 of NSP funds to rehabilitate and resell eight (8) homes to assist First Time Homebuyers acquiring previously foreclosed houses. Of the homes purchased with Neighborhood Stabilization Programs, six (6) are currently being rehabilitated and the others will be rehabilitated in the order in which they were purchased. A total of four (4) first-time home buyers received gap financing loans with NSP funding.
Community Safety
The Merced Housing Division funded $74,000 for a graffiti abatement program which received 326 calls for graffiti abatement reported and over 2,341 incidents/images taken requiring abatement.
2014 Grant Recipients
- The Merced Boys and Girls Club received $6,220 to provide the youth administered Smart Moves Program. The program provided support and educated the participants the effects of drug, alcohol, and tobacco abuse. The program was successful in educating 16 youth over the course of 29 sessions.
- The Merced Lao Family received $6,980 to provide a youth program, in which 65 youth were registered. There were 102 Qeej class session sand 93 dance sessions, as well as various public shows in the community and surrounding areas.
- Healthy House received $3,000 to provide senior citizens assistance with understanding medical forms, the community’s transportation system, and setting up medical appointments. This program was successful in educating 50 senior citizens with chronic medical illnesses.
- Merced County Community Action Agency received $10,000 to provide rental assistance to households that were behind on rent and at risk of being evicted. This program was successful in preventing 10 households or 22 individuals from becoming homeless. Of the households that received assistance all are current with their rent and utilities.
- Valley Crisis Center received $8,314 to provide assistance to households that were victims of domestic violence. This program was able to help 15 female adults with a combined 35 children to relocate to a safe living situation; family sizes ranged from 1 child to 7 children. Of the households that received assistance, 10 were able to maintain their new safe housing situation, one (1) adult found work, and one (1) adult became a full time student
- The Merced Housing Division provided $38,000 for administration of the Continuum of Care program and monitoring/coordination of the 10-Year Plan to End Homelessness.
Affordable and Fair Housing
- No homes were purchased with NSP funds to add to existing NSP stock seven (7) homes were rehabilitated, and four (4) homes were sold.
- The Merced Housing Division provided assistance to four (4) income eligible households in the community with financial assistance with rehabilitating their property or purchasing a property.
- The Merced Housing Division provided five (5) First Time Home Buyer down-payment assistance to income eligible households.
- The Merced Housing Division provided assistance to ten (10) income eligible households in the community with financial assistance with rehabilitating their property or purchasing a property.
- The Merced Housing Division provided $25,000 in HOME funds to Project Sentinel for the Merced Fair Housing program. The program provided 45 Fair Housing Workshops with a total of 152 attendees.
- The Merced Housing Division provided $38,000 for administration of the Continuum of Care (CoC) program and monitoring/coordination of the 10-Year Plan to End Homelessness.
2015 Grant Recipients
- Merced Lao Family Community received $8,132 to provide to engage at-risk youth by engaging them in positive and healthy after school cultural activities to ensure they are participating in positive outlets. This program was successful in training 49 individuals. Initially, their goal was to engage 60 youth, they were able to achieve 82% of their goal.
- The Merced County Rescue Mission received $7,000 to provide a warming center in the winter and wet weather months. The center was opened during February and March for a total of 60 days. The center provided a warm place for 360 clients.
- Healthy House received $4,000 to provide senior citizens assistance with understanding medical forms, the community’s transportation system, and setting up medical appointments. This program was successful in educating 45 senior citizens with chronic medical illnesses.
- COVE received $10,000 to provide training for adults that are dealing with the on-set of blindness. At least two individuals would be trained per session. This program was successful in training 26 individuals dealing with the on-set of blindness.
- The Potter’s Place received $12,000 to provide Job Training to individuals. This program was successful in training 16 individuals. Initially, their goal was to provide job training to 20, they were able to achieve 80% of their goal.
- The Isiah Community Project received $6,710 to setup a computer lab for youth residing in South Merced. The lab would consist of 8 computers with 2 printers. Organization will need to track age of youth being served. This program requested an extension to allow for additional time for proper setup of the computer equipment. Initially, their goal was to provide teach or tutor 50 students. They were able to achieve 15% of their goal.
City Infrastructure Projects
- The Housing Division funded $103,438 to make improvements in the public right of way and at public facilities to remove barriers to accessibility. This will consist of removal of physical barriers and establishment of accessible paths of travel to City-Owned Sidewalks. These are surface lots in the business district.
- The Housing Division funded $592,575.63 for a water main replacement project was selected based upon the City's Water Master Plan for line replacement. Based upon the age and poor quality of the water line it was determined that this project would meet the criteria for improving City services to eligible CDBG neighborhoods.
Affordable and Safe Housing
- The Merced Housing Division provided partial funding for two city code enforcement specialist positions. These persons worked in low-income neighborhoods to promote building rehabilitation and the detection of lead based paint.
- The Merced Housing Division provided partial funding for the Merced Police Department, for a graffiti prevention and abatement program. This program partnered with various groups and school to educate the public and students about the effects of graffiti and the associated crimes involved.
- The Merced Housing Division funded the rehabilitation of 8 homes. These rehabilitations included things such as reroofing, mold abatement, energy upgrades, and other necessary home repairs.
- The Merced Housing Division funded the acquisition and rehabilitation of 1 home. This home was acquired and rehabbed for the purpose of permanent housing for low income people.
- The Merced Housing Division funded $38,000 of the Continuum of Care (C.o.C.) 10-year plan to end homelessness.
2016 CDBG Grant Recipients
- Center for Vision Enhancement received $10,000 for the execution of a job training program for people who are blind/visually impaired.
- Isaiah Community Project received $16,000 for the execution of a youth program has tutoring services as well as a computer lab.
- Merced Lao Family received $8,132 for the execution of a youth cultural program. This program engaged at-risk youth by engaging them in positive and health after school cultural activities to ensure they are participating in positive outlets.
- Merced County Rescue Mission received $16,000 for the operation of a warming center, a place where homeless peoples can go during the cold and rainy months to stay safe and warm.
- Healthy House received $10,000 in order to purchase and distribute bus passes to seniors in need of transportation.
- Merced County Arts Council received $14,080 in order to create and run a media arts and social media class for disabled adults.
- Continuum of Care received $33,162 in funding for the administration of the program and monitoring coordination of the 10-year plan to end homelessness.
- Sierra Saving Grace received $5,940 for direct support for homeless individuals and cost for the operation of the program for the chronically homeless disabled individuals.
- Yosemite Church received $6,234 for the creation of a hiking program for at risk youth.

- Healthy House Within a Match Coalition was allocated $6,000 for their Ethnic Elders Transportation and Education senior services program.
- Merced Lao Family was allocated $8,132 for a Youth Cultural Activity program.
- Sierra Saving Grace Homeless Project was allocated $6,700 for a Homeless Prevention/Rapid Rehousing program (security deposits).
- Symple Equazion was allocated $17,120 for their Youth I Can youth services program.
- Valley Crisis Center was allocated $6,665 for their Youth Trek Groups youth services program.
- Yosemite Church was allocated $8,000 for their Affinity Hiking Group youth services program.

Affordable Housing

2022 CDBG Grant Recipients
- Lifeline CDC "Empower Loughborough" community program completed their 2021 program and assisted 464 adults with employment training. 2,251 Loughborough area children took part in afterschool/childcare activities.
- Alliance for Community Transformations (ACT) program for life skills education, case management, housing deposits etc. for domestic violence emergency shelter assisted 26 clients.
- Symple Equazion "Symple Soul" Work Readiness Program provided work readiness training to youth participants via real time food service training in the "Symple Soul Food Truck" at catered and community events. A total of 11 youth were provided with work readiness training.
- Harvest Time "Food 4 You" program assisted a total of 224 households throughout the year with food distributions.
- Sierra Saving Grace successfully implemented a subsistence payments program (rental, mortgage, and utility assistance) and assisted a total of 64 individuals by the end of the program year.
- Boys and Girls club "JUMP Youth Enrichment Program" successfully began and completed their program by providing 19 youth with valuable education-field workforce and college preparation experience.
2022 CDBG-CV (Coronavirus Grant)
- United Way of Merced County "Workplace Stabilization Program" United way continued accepting applications from businesses for reimbursement of eligible expenses dating to the start of mandated business shut downs. This program had assisted 10 business during the program year.
- Salvation Army This program provided rental, mortgage, and electric/gas utility payments assistance to landlords/mortgagors/providers to a total of 40 households.
- Sierra Saving Grace This program provided rental, mortgage, and electric/gas utility payments assistance to landlords/mortgagors/providers to a total of 11 households.
Affordable Housing
Sierra Saving Grace Completed all rehab work and found tenants for the 6 units that had been purchased with prior year funds.
Fair Housing
Project Sentinel-HOME funding provided Project Sentinel with $33,360 to provide services to 66 City of Merced residents. They surpassed their outreach goal by reaching 147 City residents and opened 4 fair housing case investigations.

Devonwood Apartments
City of Merced partnered with Central Valley Coalition for Affordable Housing to develop the newest mixed-income residential complex. This project will house 156 units. 117 of these units will be designated for individuals and families. 39 units will be designated to special needs individuals and families. Currently this complex is under construction. More information will be available once completion is near.
