Community Driven Strategic Plan

The 2023 - 2028 Fire Department Strategic Plan was approved by the City Council on November 6, 2023. It was developed using an understanding of the importance of engaged collaboration with internal and external stakeholders and recognizing the value obtained from their unique perspectives. Listening and understanding the wide array of opinions, perspectives, and thoughts received from our local educators, healthcare providers, business leaders, realtors, public safety partners, Department Administration, firefighter labor organization, public safety partners, sworn and civilian members, and community members provided the strong foundation needed for developing our five year roadmap which provides us with clear direction to pursue our vision, accomplish our mission, and achieve our goals thereby allowing us to continually provide exceptional services for the diverse community we serve.

Annual Updates

Key Stakeholders will be presented annual Strategic Plan updates at the end of each year. The updates will outline the progress and successes, and address goal or timeline objectives which have changed due to unforeseen circumstances.

The Plan

The 2023-2028 Strategic Plan contains a total of five goals and 16 objectives. We are cognizant that the plan alone does not ensure organizational success and we are vigilant that this living document is subject to change under evolving circumstances.

The Future 

We acknowledge that as a united team we are responsible for the effective delivery of public safety and emergency services using the highest professional standards that our community deserves and our success will be attained by taking specific and deliberate actions as outlined in the plan. In conclusion, our most important resource, the sworn and non-sworn members of the fire department, will vigilantly complete the plan's objectives to prepare Merced for even greater things to come.
