As a Recipient of federally funded Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs, among other state and local programs, the City of Merced works to provide a decent living environment for all.

Pursuant to CDBG regulations [24 CFR Subtitle A §91.225(a)(1)], to receive CDBG funds, each jurisdiction must certify that it “affirmatively furthers fair housing” through the following:

  • Completion of an Analysis of Impediments to Fair Housing choice (AI);
  • Actions to eliminate identified impediments; and
  • Maintenance of fair housing records.

An Analysis of Impediments, or simply "AI", must be prepared or updated with each new Consolidated Plan.

In correlation and conjunction with the preparation of the 2020-2024 Consolidated Plan, the City of Merced Housing Division, with the assistance of TDA Consulting, Inc., updated the previous AI document (below) that was adopted in 2015.  On November 16, 2020, City Council adopted the 2020 Update to the Analysis of Impediments to Fair Housing Choice.
