The Citizen Participation Plan (CPP) describes how the City of Merced will involve residents in the planning, implementation and assessment of how Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds will be used.  It defines the City’s policies and procedures for public participation in the Consolidated Plan (ConPlan) and Action Plan process.

On May 18, 2020, the City of Merced amended its CPP to include procedures for times of federal, state, or locally-declared disasters or other unforeseen circumstances.

The 2020 plan will be translated to both Spanish and Hmong, and will be posted to this location when this is completed.  Translation is available from City Staff if translation from English is needed before this is completed.
