2024 Annual Action Plan

Preparation of the 2024 Annual Action Plan is underway, which will determine the planned activities and uses of CDBG and HOME yearly allocations from the U.S. Department of Housing and Urban Development for the time period from July 1, 2024, to June 30, 2025.  This is the last year of the Five Year Strategic Plan/2020-2024 Consolidated Plan.

 

Public Review and Comment Period

Friday, June 15 - to - Monday, July 15, 2024 (end 5:00 p.m.) - 32 days

 

The City of Merced Housing Division is conducting a Public Review and Comment Period regarding the Draft 2024 Annual Action Plan beginning on Friday 6/14/2024 and ending on Monday 7/15/2024 at 5:00 p.m. 

Please note that both June 19th and July 4th are holidays, and City Hall will be closed.

The purpose of the Review and Comment Period is to offer residents and interested parties an opportunity to review and provide input to the 2024 AAP during its preparation.  Comments will be received, considered for inclusion in the final plan, and responded to, if appropriate.

HOW TO VIEW

By 6/14/2024, a SUMMARY of the Preliminary 2024 Annual Plan budget, project descriptions and requested dollar amounts of the 2024 Non-Profit Organization project applications that were submitted by the organizations to meet community need, and staff-recommendation options for proposed public service funding will be available for viewing. 

Additionally, on or about 6/14/2024, a Preliminary Public Review Draft of the 2024 Annual Action Plan report will also be available for viewing.  Updates to this Preliminary Draft will be made and re-posted as preparation of the AAP progresses towards finalization.  When re-posted, Housing staff will note which Sections were updated.

The Summary and Preliminary AAP Report will be available for review in the following three ways:

  1. Housing Division Website:  www.cityofmerced.org/housing (all posted documents will be viewable/downloadable from this page - please scroll down).
  2. In Person:  8:00 a.m.-5:00 p.m. Mon-Fri (closed noon-1pm), City of Merced, Housing Division, 2nd Floor City Hall, 678 W. 18th Street, Merced (Spanish or Hmong translation services are available).
  3. Send Email to: housing@cityofmerced.org; staff will respond within two business days. 

Please also email any special accommodation requests.  All updates to the review documents will be saved on the webpage listed in dated order. 

 

REVIEW DOCUMENTS WILL BE POSTED HERE.  Please click on the link provided to view and download.

  1. Preliminary Public Service Projects and Budget - includes City Council funding direction that was provided at the June 3, 2024, Public Hearing.  These amounts are not final and residents and interested stakeholders are encouraged to provide comment as to Public Service funding.
  2. Preliminary Housing and Infrastructure Projects and Budget- includes City Council funding direction that was provided at the June 3, 2024, Public Hearing.  Council directed staff to find alternative projects for a portion of the available CDBG and HOME funds (note: this list is posted below as of 6/27/24 - see Review Document #4).  The amounts involved in this decision are noted on this document.  Staff welcomes the public's suggestions as to alternative projects - however, all activities must still meet all of HUD's eligibilty requirements, including expenditure timelines.
  3. Overall CDBG/HOME Budget After First Public Hearing Council Direction - includes City Council direction received on June 3, 2024, to seek alternative project options for noted projects.  This also shows funding budgeted for Housing Department administration, including staffing.
  4. Alternative CDBG Infrastructure and Parks Projects (per Council direction on 6/3/24) - At the First Public Hearing on 6/3/24, the City Council directed staff to find alternatives to certain projects that were intially presented to them (see documents #2 and #3 above).  As such, City staff has determined that any one of the projects on this list would both be HUD-eligible and would use all of the available CDBG funding.

 

HOW TO SUBMIT COMMENTS:

Comment submissions by email are strongly encouraged and preferred, to: housing@cityofmerced.org.  Please enter “2024 AAP Comment” in the subject line.  If you click the provided email link, this subject line will pre-populate for your convenience. 

Written comments may be mailed or delivered in person to: City of Merced Housing Division, 2nd Floor City Hall, 678 W. 18th Street, Merced CA  95340.  All comments must be received by 5:00 p.m. on July 15, 2024, to be considered for inclusion.

If language tranlation to/from Hmong or Spanish is needed, please either email or call 209-385-6863 to request.  Please kindly allow 2 days for staff to arrange for a translator, as one may not always be readily available.  Comments may be submitted in either Spanish or Hmong.
